I have heard that higher click-through rates, on Google Adwords, attract a better bid multiplier on associated clicks (so you pay less). Is this true or a myth?

It is true. The higher the click-through rate the lower the cost. Reason being is that Google makes more if someone clicks your ad 10 times out of 100 views than if your ad got 5 clicks out of 100 views. The higher the click-through percentage the cheaper your ads. The lower the percentage the more expensive your ads will be.
