How do I offer a Cross Promotion after someone has bought my Core Offer, without seeming too salesy or pushy?

Offer it when they need it the most, and in a way that promotes the value to the buyer.

Emphasize the benefits to the buyer, and it won't come across as salesy. Instead it will come across as helpful. 

However, the moment you sell something that isn't a fit for the buyer's needs at that time, and doesn't directly benefit them... You're going to sound pushy and salesy.  It's all about context and positioning.
