Is there a way to know whether or not a domain is penalized by Google even if it is expired?

NEIL: You can type in the title tag (exact one you are using on internal pages) and if the site doesn't rank towards the top something maybe off. Also, if a site doesn't rank for its' own name there are also problems.

You could also possibly use this tool to find penalties.
